Pension Changes - How the State Modifications to Pension Rules Could Affect You

On 6th April 2010, several alterations were introduced by the Dept for work & pensions aimed at helping women, carers and small earners in retirement, but it was not great news for every person.

One of the most significant modifications is the increased nominal age for drawing a retirement income. From Sixth April, the minimum pension age was increased to age 55, hitting more than 4 million people who were born between the 6th April 1955 & the fifth April nineteen sixty who unfortunately have to wait for up to 5 yr to get their retirement pension.

The state pension age for women also began to increase from the sixth April until it reaches sixty five in two thousand & twenty. By thousand and twenty six , it is set to increase to sixty six for every person, until it finally gets to 68 in two thousand and forty six.

Additional modifications include a reduction in the National Insurance (NI) contributions needed to qualify for the maximum basic state pension, which rose from £95.25 a wk to £97.65 a wk from the 6th April. Men and women will in the future need to add up just thirty years of contributions, which the state forecasts will provide for an extra 40,000 adult females who reach pension age in the next tax year to qualify for the max state pension.

Workshop Ignores HSE Notice, Court Gives Conditional Discharge


Garage Bow Street Ltd., a workshop in Staffordshire has been issued a conditional discharge when it neglected to comply with a Prohibition Notice from HSE, requiring the company to discontinue using a harmful gas heater.

The Powrmatic heater’s exhaust flue was observed to emit poisonous carbon monoxide fumes and posed a major concern to the health and safety of residents living close by as well as the company’s clients.

During the hearing at Stafford Magistrates Court, it was stated that on 3 December 2009, an HSE Inspector had examined the equipment and noticed that the exhaust flue was laid inside the workshop. He wrote out a Prohibition Notice ordering the company to refrain from using the heater. The notice also listed that the electrical wiring system was poor and needed to be serviced by a capable gas engineer.

After a month, the inspector came back for another visit and found the workshop a little warmer than usual. Ian Moore, one of the company director’s quickly turned off the heater and explained that the floor had been mopped after oil had been spilt over it and the heater was being used to dry it. He assured the inspector that they had been running it only for 45 minutes.

Since the company no longer traded, it was given a conditional discharge for deliberately flouting Section 33(1)(g) of the Health and Safety at Work etc. Act 1974. Garage Bow Street Ltd was instructed to pay £500 for costs incurred.

Andrew Bowker, HSE inspector said that the company showed a blatant disregard for the safety of others. Around 20 people die every year from carbon monoxide poisoning as a result of a poorly installed or maintained gas appliances and flues. He stressed on the need to ensure that gas appliances were installed, serviced and maintained by a competent gas engineer and in line with manufacturers’ instructions. He warned that failing to do so could lead to devastating consequences.

Companies need to be sure that they are giving the correct instructions with effective policies around health and safety decisions. Fire Risk Assessments will benefit organisations in enabling them to understand their responsibilities for fire safety, and put in place measures to control the risks of fire as required under legislation.

Through road shows across UK, HSE is promoting its new guide on asbestos surveys that came out this year in January.
